Richard Todd has joined Oregon Pacific Financial Advisors Inc. as a financial planner. He was previously an agent with New York Life Insurance. The office is at 210 W. Eighth St., Medford.
He earned bachelor's of arts and master's of business administration degrees at Azusa Pacific University. Todd is active in the Medford Chamber of Business, National Association of Insurance and Financial Advisors and Southern Oregon Regional Economic Development Inc., and he is a committee member of the Tournament of Roses in Pasadena, Calif.
Insurance consultant Linda Lingren has joined the personal lines department of United Risk Solutions Inc. as senior account manager.
Lingren has specialized in personal insurance for more than 30 years. Most recently, she was a personal lines account executive in the Medford office of Western States Insurance. She began with Medford Insurance Agency, which merged with Rogue Valley Insurance and then was acquired by Western States Insurance in 2003. She is a former president of the Insurance Women of Jackson County.
Norman Fincher has joined Morgan Stanley's Global Wealth Management Group office in Medford, 1575 E. McAndrews Road, as vice president.
Formerly with Strand, Atkinson, Williams & York Inc. for seven years, Fincher is a native of Medford. He holds a bachelor's degree in economics from Westminster College. He is active on the Craterian board, Rogue Valley Symphony board and the Hospital Facility Authority board.

State Farm Insurance agent Cory Dalpra has been named new head of the Talent Chamber of Commerce, following Ron Ridgway's resignation. Livia Genise, artistic director for Camelot Theatre, remains vice president and Julie Padilla, of Nagel and Padilla in Ashland, will continue as treasurer.
